The map library (e.g. MapLibre) has to support offline functionality. If that is given, both iOS and Android are supported.
They can be used together, however Geocoding and Elevation require an internet connection. Elevation, once calculated, can be saved for offline use.

Depending on the size of the downloaded area, storage requirements can be quite high. Therefore, you should limit the size of the downloadable area in your app.
